[Schematron] Help sought: implementation of Character Repertoire in XSLT2 for embedding in schematron

The draft linked from dsdl.org home page, at
http://dsdl.org/part7SecondCD.pdf doesn't have a char element (and doesn't
fill in the URI to be used for crdl either) Is there a later draft somewhere
that you are working from
or is this based on an internal ISO draft? I started to sketch out a crdl to
xpath stylesheet but I'd like a firm foundation to start from:-)
