Current and Recent Projects

  • National Archives and Records Administration - currently working on the Electronic Records Archive (ERA) project focusing on ERA system evolution team. Responsible for defining and prototyping future requirements for XML within the system. Subcontracting to Alon, Inc..
  • IETM Development (2008) - Developed an IETM for MIL-PRF-38784C which includes interactive navigation and dynamic search. Standard WWW browser technology was used. TIFF graphics are dynamically created using XSL-FO. SVG is used to overlay TIFF graphics with hotspots that allow bi-directional llinks from IPB tables to graphics and graphics to IPB tables.
  • Textbook XSL-FO (2008) - Developed XSL-FO for publishing elementary education textbook to PDF.
  • XML Naming and Design Rules (NDR) (2005-2008) - Working with NIST on developing procedures and processes for validating XML Navy Naming and Design Rules. Developing RDF for semantically categorizing and linking various standard NDRs.

  • Internal Revenue Service - Developed XML strategy for tax return data.
  • National Archives Electronic Records
    • Worked as a subcontractor to Fenestra and Lockheed Martin on developing a prototype for ingesting and preserving electronic records. Based on prototype, Lockheed Martin won the ERA project. Currently working with Fenestra and Lockheed Martin on developing ERA.

      Part of a team that developed the logical data model. Developed XML schemas from the logical data model.
  • Library of Congress
    • Developed metadata schemas for Congressional Research Service for legislative documents.
  • House of Representatives:
    • Served as information architect to develop information models for Hearing and Testimony, Committee Reports, and United States Code. The results of these models were DTDs for each document type. Each document type reused the architecture from the original Bill DTD.
    • Developed authoring environment for Congressional Committees to create, exchange and reuse information for Committee Reports in XMetaL.
  • United States Senate - Information architect to develop XML DTD/Schema and deployment plans for the Congressional Record. All processes (human and automated) of the creation and deployment of the Congressional Record were documented. Recommendations on creating XML for each process was provided to the Senate.
  • Executive Office of the President, Office of Management and Budget
    • Information architect for "Budget of the United States Government Appendix". The result was a DTD for the document that accounted for the process of interacting with the OMB and reporting government agencies.
    • Developed XSLT conversion script to convert the XML "Budget of the United States Government Appendix" from XML back to GPO locator codes for 2002 pilot project.
  • Smithsonian Institute, Museum of Natural History - Developed W3C Schema for taxonomy for Biologia Centrali-Americana.

    • Modification of Docbook XSL-FO stylesheets for publishing information for a 'print-on-demand' system.
  • Aspen Publishing - conversion of Mortality and Morbidity Weekly Report (MMWR) for NIH.
  • American Psychological Association - QA off-shore conversion of publications to XML.
  • American Society of Health-System Pharmicists, ASHP - SGML support.
  • Joint Venture Reinsurance - Provided consultation and DTD development for developing XML standards for their current EDIFACT messaging standard.
  • NISO Library Circulation Protocol - provided support and advice to the working group while developing messaging standards between library systems.
  • DLA - Advise DLA on XML initiatives. Support their efforts for getting vendor participation for EMALL. Developed prototype of BizTalk and EMALL integration.
  • Intuit - Revised Open Financial Exchange (OFX) standard from SGML to XML. Created W2 and W9 XML DTD fragments for inclusion into the standard.

  • - Team information architect for developing DTD and process for providing higher education textbooks for all disciplines in an on-line repository.
  • Rockwell Collins - Develop authoring DTD's that provides component management of objects and automatic translation for both CALS and ATA publishing. The automation for the translation was accomplished through architectural forms. Subcontracting for Isogen International).
  • UDLP - Provided technical support to Isogen Consulting as a subcontractor in development of the Crusader IETM requirements. Subcontracting for Isogen International.
  • Bonnier Lexikon, Stockholm -
    • Developed DTD for Lexikon.
    • Part of architect team for new publishing system.
    • Developed Omnimark programs for conversion of legacy data to new DTD.
    • Developed conversion and search engine (Javascript) for Ordbook (dictionary) in both XML and HTML.

  • U.S. Senate - Support contract to develop SGML authoring environment for Senate Legislative Counsel Office.
  • SAAB Military Aircraft, Sweden - Developed a Proof of Concept for Requirements Tracking Management (RTM) system using Internet technology, SGML, HyTime and CGI. Pictures of Sweden. Working with Interdoc Consulting

  • American Geophysical Union for Earth Interactions Scientific Journal. Earth Interactions will be the first full-implementation of a scientific journal in SGML for presentation on the WWW. Subcontracting for Softquad.
  • Participated in developing the standard for the Railroad Industry Forum (RIF) for the Electronic Parts Catalog Exchange Standard (EPCES). Subcontractor for Softquad
  • Consulted with Bell South on implementing internal documentation on their internal network. Subcontractor for SoftQuad.

Past Employment Experience

January 1994 - July 1995
Computer Specialist, Advanced Information Systems Branch, David Taylor Model Basin, Carderock Division, Naval Surface Warfare Center, Bethesda, Md.

Designed and established the Navy CALS World Wide Web (WWW) Server. Serves as System Administrator (Webmaster) of the Navy CALS WWW Server. The WWW server provides CALS information to the Navy, as well as their contractors. It was the first SGML DTD/FOSI Repository in existance.

Was the Navy representative to the CALS Industry Steering Group, Electronic Publishing Committee (EPC). The EPC is responsible for amendments and revision to the DoD SGML specification, MIL-M-28001 for paper and electronic technical publications.

Created and taught "Overview of the Internet" course. Trained over over 120 students.

Was founding member of the NSWC,CD WWW Progress Action Team (PAT). The WWWPAT was responsible for preparing policy for use and integration of WWW technology from both management and user perspectives. The PAT developed guidance for certifying WWW servers within NSWC,CD. The bulk of the original Certification Plan was adopted by NAVSEA for certification of NAVSEA WWW Servers.


May 1992 - December 1993
Computer Specialist, Network, Communications and ADP Assessment Branch, David Taylor Model Basin, Carderock Division, Naval Surface Warfare Center, Bethesda, Md.

SGML consultant for the "Automatic Conversion of Legacy Data" research and development program.

Designed, configured and installed dual-homing FDDI (SAFENET) network. This network was used to perform network performance assessment for shipboard applications.

Authored draft "Navy Mil-M-87268 Implementation Guide" which defined the Graphical User Interface for Interactive Electronic Technical Manuals (IETMs).

Installed and configured SCO UNIX client/servers for use with a Sybase database application designed for the Aviation Maintenance Integrated Diagnostic Demonstration (AMIDD). AMIDD is the Navy's premier project for integratingIETM's and the entire maintenance facility for F18 Fighter Squadron's. Was exhibitor for the AMIDD system at 1992 CALS EXPO.

Computer Specialist, Computation, Mathematics and Logistics Department., David Taylor Model Basin, Carderock Division, Naval Surface Warfare Center, Bethesda, Md.

Provided direct user support (hardware and software) for over 3000 computer users in the Computational and Mathematics Laboratory Department (Computer Center). This included systems support on a wide platform of systems included a UNIX-based office automation system, microcomputers (MS-DOS and Macintosh), science and engineering workstations (Apollo, SGI, NEXT, etc), CRAY and VAX/VMS cluster systems. Provided communications and networking support.

Designed and implemented corporate database applications (Supply, TQL, Personnel, Statistics, etc.).

Designed and conducted user training on the use of DTMB computer resources. These training courses included: UNIX, e-mail, Internet News, Communications (TCP/IP, Modem), File Transfers for both DOS and Macintosh. (FTP, KERMIT).

Provided management with reports, advice, and recommendations on the utilization and distribution of INS manpwer. I was responsible for monitoring and controlling the Position Accounting Control System (PACS). I was responsible for recommending changes in policy relating to workforce control. Designed developed an alternative method for projecting workforce utilization.

Designed, developed and instituted system to automate the the Budget Execution and Distribution Process.

Developed, installed, operated and was SYSOP for the first Government sponsored RBBS.
