

II. Describe Current Processes
Our recommendation is that a team of Treasury Board personnel be established to do a complete document analysis of the Treasury Board documents. The individuals who should participate in the document analysis should consist of authors, editors, CSC staff, and an information systems specialist. At least one person on this committee should be used as the facilitator for the committee. This person(s) should be intimately aware of the document analysis process and SGML. The SGML aware person should be the person the Treasury Board has identified to write their DTD(s).
Individuals performing the document analysis do not necessarily have to know SGML. However, it is important that they know the Treasury Boards documents. The requirements for the Treasury board DTD(s) will be derived from the Document Analysis process. Therefore, it is important for the person(s) knowledgable about the Treasury Board documents and the person(s) who understands the modeling of information and will be responsible for creating the Treasury Board's DTD(s) work together to ensure that the all the necessary requirements are identified during the document analysis phase of the SGML implementation.
Before the document analysis begins, the Treasury Board should gaither several copies of each type of document that are currently authored within the Treasury Board and identify the participants in the committee.

Once the Document Analysis is completed the DTD(s) should be developed based upon the requirements identified during the Document Analysis phase. Writing the DTD(s) will require the expertise of a SGML professional. The SGML expert should consult with the Treasury Board before writing the DTD to decide particular nuances of the DTD. For instance, information such as:
How much of the DTD can be used will be determined by the findings of the Document Analysis process.

This may not be the best solution to multilingual authoring. In the Treasury Board
